NIGERIA'S DANGOTE CONFIRMS LAMU, KENYA FOR EAST AFRICA MEGA-REFINERY.

Africa's richest man, Aliko Dangote, has confirmed that his planned 700,000-barrel-per-day East African oil refinery will be built in Lamu, Kenya, ending months of speculation over the project's location. Edwin Devakumar, Vice President for Oil and Gas at Dangote Industries Limited, said construction of the refinery is expected to take about 30 months, making it one of the region's largest energy infrastructure projects.

The announcement follows Dangote's recent visit to Tanzania, where he met with President Samia Suluhu Hassan to discuss the commercial and technical reasons for selecting Lamu over other proposed locations, including Tanzania and Kenya's Port of Mombasa. Dangote also invited Tanzania to participate in the investment, highlighting the project's regional significance and potential to strengthen East Africa's refining capacity.

Despite the confirmation, questions remain over the refinery's crude oil supply and financing. Kenyan President William Ruto has indicated that the facility will process crude from the Democratic Republic of Congo, Kenya, South Sudan, and Uganda. However, Kenya has yet to begin commercial oil production, DR Congo's output remains limited, South Sudan's exports rely on existing pipelines through Sudan, and Uganda's future crude exports are committed to the East African Crude Oil Pipeline (EACOP) to Tanzania.

Industry analysts say the refinery has strong long-term potential given the absence of a major refining hub in East and Southern Africa, but significant logistical and commercial hurdles must still be overcome. Securing reliable crude supplies, developing supporting pipeline infrastructure, and reaching agreements with regional producers will be critical to the project's success, although Dangote's strong track record has reinforced confidence that the investment could become a transformative development for the region's energy sector.
