TANZANIA: PURA AND ZPRA FORGE A PATH FOR SUSTAINABLE PETROLEUM DEVELOPMENT.

The cooperation between the Petroleum Upstream Regulatory Authority (PURA) of Tanzania Mainland and the Zanzibar Petroleum Regulatory Authority (ZPRA) is gaining strength, thanks to the efforts to implement their 2022 Memorandum of Understanding (MoU). This collaboration was prominently highlighted during a management meeting on September 24, 2024, in Dar es Salaam, aimed at reviewing the implementation report for the financial year 2023/24.

The meeting, chaired by PURA’s Director General, Eng. Charles Sangweni, included ZPRA’s Managing Director, Eng. Mohammed Slum Said, along with management teams from both institutions and members of the Joint Technical Committee (JTC). Their discussions centered on the progress made in various collaborative initiatives and set the stage for future cooperation.

According to the JTC’s report, notable achievements this year included a review of the model production-sharing agreement, the development of Corporate Social Responsibility (CSR) guidelines, and training sessions focused on production-sharing agreement audits and petroleum data management. These efforts reflect a commitment to enhancing regulatory frameworks and technical capacities.

Additionally, the authorities worked on developing a licensing strategy and successfully launched Zanzibar’s first licensing round, promoting open blocks at international conferences to attract investment. This strengthened partnership is crucial for sustainable resource management in Tanzania, ensuring that the benefits of the petroleum sector are maximized while addressing environmental and social responsibilities.
